    Yes, with timing constraints. The end of your COBRA continuation period IS a qualifying event for a marketplace SEP. Voluntarily dropping COBRA mid-period is NOT — you'd generally need to wait for open enrollment. The clean strategy is often: stay on COBRA only as long as you must, then enroll on the marketplace at open enrollment for January 1, dropping COBRA the same day. Or enroll initially in the marketplace within the 60-day SEP and skip COBRA entirely.
